Going back before the beginning of the 20th century we find the first reference of any Hispanic in The Salvation Army. Early in the 20th century the first efforts were made to reach out to the Hispanic population in The United States. This was mostly on the border with Mexico. In the 1920s and 1930s there was some branching out to a few other cities but it was not until the 1950s and 1960s the this ministry started to expand. From that point on the ministry has grown rapidly. Early in the 1960s The Salvation Army formally opened their ministry in Puerto Rico. The growth and effectiveness of this ministry has been outstanding.

Frank Payton grew up in The Salvation Army as his parents were Salvation Army officers. In fact his grandparents were officers as well and his great grandparents were members of The Salvation Army. He became a Salvation Army officer in 1953 and after serving in The United States for five years, he married Yvonne Guldenschuh and together they left the United States to serve for five years in Argentina. They served in the U. S. for seven year. Following that they served a total of nine years in Puerto Rico, almost eleven years in Mexico. Their next assignment was in Jamaica, West Indies which gave them the opportunity to visit Cuba on two occasions. Their final assignment was back to Argentina where they had the responsibility of all Salvation Army operations in Argentina, Paraguay and Uruguay. They have five children. Two were born in Argentina, two in Puerto Rico and one in the United States.
